Next Generation of Aquatic Restoration Leaders: Michael Muckle

Mike Muckle, director of the New Jersey Youth Corps of Phillipsburg (NJYCP), a program of the New Jersey Department of Labor & Workforce Development, is passionate about aquatic restoration. That’s why, after attending The Corps Network 2014 National Conference and learning about Waders in the Water (WitW), the brand new aquatic restoration training built for The Corps Network, Mike volunteered his Corps to pilot the program. Since then, aquatic restoration has become the biggest focus of the NJYCP. Twenty-six Corpsmembers have earned their WitW certification and worked on multiple stream and wetland restoration projects.

Recently, Mike, now a representative to both The Corps Network’s Board of Directors and the Corps Council, took some time to explain where his enthusiasm for restoration came from and how it’s influenced NJYCP and its Corpsmembers.

Nineteen years ago, when Mike was the new program coordinator for NJYCP, he attended an Urban Waterways Restoration workshop designed for youth Service and Conservation Corps. The event was presented by the U.S. Environmental Protection Agency and the National Association of Service and Conservation Corps (now The Corps Network). Mike says that’s when he got the bug for environmental restoration work. After the workshop, Mike brought his interest in restoration back to NJYCP and he and his staff sought out those types of projects. It wasn’t long before NJYCP was partnering on nearby U.S. Fish and Wildlife Service projects

Over time, Mike realized the value of restoration work. However, upon being promoted to Director of NJYCP, he understood they would require additional resources in order to build their capacity to perform such projects.

“While we’ve done restoration work since I’ve been here,” Mike observed, “until recently we were never able to bring resources or funding back to our program.” Mike credits that change to the WitW third-party certification.

“Since our Corpsmembers have completed the WitW training, I’ve been able to secure funding for our program in return for project work our Corps was doing.”

Mike has discovered a trusted project partner in New Jersey Audubon’s (NJA) Stewardship Project Director John Parke. NJYCP now routinely partners with the NJA and others to restore local habitats and improve water quality on streams. As part of the growing Delaware River Watershed Initiative (DRWI), NJA recently brought in NJYCP Corpsmembers to help plant 1,900 native trees and scrubs at five different riparian restoration projects near NJYCP. The projects were all funded by both the William Penn Foundation and National Fish and Wildlife Foundation. During this work together, John Parke told Mike “there’s never been a shortage of project work, only a shortage of trained workers. This training and certification has addressed that issue, allowing us to provide qualified, competent, and informed candidates to work on these important ecological projects.”

After working on his first stream restoration project, 18-year-old NJYCP Corpsmembers/WitW graduate Zach Oefelein said: "It definitely gives me a good sense of pride. There aren't enough people focused on things like this. A lot of our world is focused on what you can get out of nature and not what you can put back into it."

Mike happily shares that, with all the training and project work his Corpsmembers have done, “they now realize a career in ecological restoration is attainable, and that this important work to save our planet, is virtually all around them - in every community.”

NPS Week 2017 - A Project with NJYC Phillipsburg

Describe the project. What did the crew do?
The NJ Youth Corps of Phillipsburg (NJYC) has long wanted to work with the National Park Service in some capacity. When we saw the developments within the Dept. of Interior’s ‘Youth Initiative’ to Play, Learn, Serve & Work in our national parks- we saw the perfect opportunity to do so. Through our relationship with the Corps Network (TCN), and previous experience with the National Trust for Historic Preservation (NTHP) on a Hands-On Preservation Experience (H.O.P.E.) Crew project at Hinchliffe Stadium, we were presented with a unique opportunity to perform historic preservation activities in a National Park- in this case, a complete demolition and reconstruction of the porch of the Park Headquarters (Building 26) Gateway National Recreation Area’s Sandy Hook Unit.

Gateway was hit hard by Hurricane Sandy and is still recovering. Fort Hancock Historic District (a decommissioned US Army base at Sandy Hook) is comprised of over 60 structures in varying states of decay after seeing years of harsh weather given its proximity to the Atlantic Ocean. The Park HQ building (formerly the Commanders Quarters) was severely compromised because of storm damage. Given its essentiality of function, and its prevalence as the primary structure in the Unit that visitors interface, NPS allocated resources from Hurricane Sandy relief funds to reconstruct the porch on the HQ building. Even with funding, NPS staff at Sandy Hook would be hard pressed to perform the task given due to additional backlog of routine maintenance work to be performed. Enter the NTHP, and the H.O.P.E. Crew program – which would secure the services of an approved historic preservation expert to guide and train NJYC members in the craft of preservation.

NJYC embarked on this project with high hopes and a lot of enthusiasm. We were challenged both physically & mentally. We learned about historic preservation and about the region in which we were working. We also learned about ourselves and what we were capable of. We came away from the project with a newfound respect for the diligence and exacting detail of recreating our history. We discovered in ourselves a respect for not only the craft, but for the process. Working with wood and stone, our labor echoed traditions that humans have been performing for millennia. Through preserving history, we are also ensuring the legacy of our work will continue; not only through the results of our efforts, but also in the hearts and minds of our Corpsmembers who developed an appreciation for hard work through the lens of recreating the past.

 

How did this project partnership help the park? What issues did this project address?
The immediate impact of this project in the community at Gateway was complex; First, and most prominently there was the visual impact – both NPS Staff and visitors of the park noticed what was going on and it fostered many conversations that might not have otherwise happened. The porch of the Sandy Hook Unit's Headquarters was dilapidated, damaged and in in need of serious repair. Improving the image of the very building representing the

public's interface with the park was imperative! Park Service employees even seemed excited that there was a presence of a program like Youth Corps on site, prompting many conversations on how NJYC could serve at Gateway in other capacities. From a visitor’s perspective, our presence offered opportunities for interactions with the public that allowed us to explain why were there. For example, CM’s were able to converse with one gentleman, Mr. Peter Bach – a visitor to the park and business owner from Sydney, Australia- He commented on the crews’ hard work and how it related to a business owner like himself – he would’ve hired any of our guys.

Secondly, the project had a lot of people promoting it. The NPS, TCN and NTHP were all promoting the project via emails, newsletters, websites and social media. We even had NJTV news do a story on the project. This promotion through varied mediums garnered a lot of attention and became a great recruitment tool as well.

By restoring the historic porch, not only do NJYC youths learn valuable career and workplace skills, but they also make us in the National Park Service look good---literally."

Gateway NRA Superintendent Jen Nersesian said at the ribbon cutting event,

"We couldn't be more happy with the results of this project. The work that was done in spectacular!"

Corpsmember Khalil Little expressed, “We actually get the privilege to get to come here and work on this building. We get to learn about our history, and learn those things to make us better employees as well. Plus, we get to be at the Jersey Shore for the summer, getting paid to do all this. How could you not appreciate that?”

Corpsmember Phil Young said, "I thought I wanted to pursue a career in the culinary arts, but after this – I’d have to consider construction as well.”

Corpsmember Tyler Corter was thankful for the opportunity. Having some experience on construction crews before, he gained a heightened appreciation for the level of detail in some of the trim work. “I never thought I’d be able to participate in something as satisfying as this. I’m having fun.”

 

 

 

NJYC-Phillipsburg Works with New Jersey Audubon to Improve Habitats, Water Quality


CONSERVATION PARTNERS HELP IMPROVE YOUR WATER QUALITY IN NORTHERN NEW JERSEY

Free native plants and labor were the words of the day last week as New Jersey Audubon (NJA), the Sussex County Municipal Utilities Authority/Wallkill River Watershed Management Group (SCMUA-WRWMG) and the NJ Youth Corps of Phillipsburg partnered up to work with private landowners in the Highlands region to restore habitat and improve water quality.

With funding associated with the Delaware River Watershed Initiative from the William Penn Foundation and the National Fish and Wildlife Foundation the groups worked together and planted over 10,000 native plants along streams at farms in the region at no cost to the landowners. 

“The type of plant we are using is dark green bulrush,” said John Parke, Stewardship Project Director of New Jersey Audubon.  “Not only is the dark green bulrush a native plant that helps prevent soil erosion when planted along the banks of a stream and provides important food and cover for wildlife, but dark green bulrush helps remove phosphorus on the order of 80% from water.”

Excess phosphorus is a major part of nutrient pollution, which according to the US EPA, is “one of America's most widespread, costly and challenging environmental problems.”  Although, phosphorous is a natural and essential part of ecosystems, too much can pollute the water by leading algae to grow faster than ecosystems can handle.  Excess algae can harm water quality by decreasing the oxygen that fish and other aquatic life need to survive.  Additionally significant increases of algae in our water can also impact human health, food resources, and thus impact a region’s economy.

“The restoration work day conducted by NJ Audubon, SCMUA-WRWMG, and the New Jersey Youth Corps successfully created a new chapter for the awesome conservation and stewardship story that continues to grow at farms like the Jorittsma Farm and Summer Solstice Farm in the Delaware River Watershed," said, Nathaniel Sajdak, Watershed Director with the Sussex County Municipal Utilities Authority /Wallkill River Watershed Management Group. “With NJ Audubon bringing in the NJ Youth Corps as an on-call labor force for the initiative and knowing that the students are trained in the Waders in the Water program and have experience in on-the ground conservation work, it gives us another tool in the toolbox to get the work done efficiently, cost effectively and move the initiative forward,” added Sajdak.

NJ Audubon has recently partnered with NJ Youth Corps of Phillipsburg and is providing the Corps with service learning projects in support of the Delaware Watershed Restoration Initiative. These are projects conducted in partnership with landowners and farmers in three sub-watersheds of the Highlands region: the Lower Musconetcong, Lopatcong and Upper Paulin’s Kill. These projects will help the overall watershed initiative, increasing the pace of project implementation in the field, and the projects will also provide Corps members with valuable employment skills.

“Working on farms in the Delaware River region has been challenging,” said NJ Youth Corps Member, Stacy Leisner (Age 21).  “But it means a lot to me, because I’m one of those people that love animals and the environment, and I want to do what I can to make those habitats and the water better. I don’t want to see our environment go down the drain.”

NJ Audubon and SCMUA-WRWMG are looking to engage more landowners for enrollment into the various federal conservation cost share programs for conducting conservation practices on their land, as well as distribute more free native plant materials. However to be eligible to receive free pant materials properties must be located in the following sub-watersheds of the Highlands region (the Lower Musconetcong, Lopatcong and the Upper Paulin's kill sub-watersheds) and must exhibit a degree of ecological impairment. What is a watershed?  A watershed is an area of land that catches rain and snow and drains or seeps into a marsh, stream, creek, river, lake or groundwater. Homes, farms, forests, wetlands, small towns, big cities and more can make up watersheds.  They come in all shapes and sizes and can vary from millions of acres to a few acres.

Waders in the Water Certified Corpsmembers Partner to Help Private Land Owners

In another creative private-public partnership, Waders in the Water (WitW) graduates from the New Jersey Youth Corps Phillipsburg partnered with the New Jersey Audubon and the Sussex County Municipal Utilities Authority/Wallkill River Watershed Management Group to work with private landowners in the Highlands region to restore habitat and improve water quality. The planting project will help reduce excess phosphorous, considered by the EPA, "one of America's most widespread, costly and challenging environmental problems."

7 Questions with Michael Muckle

This week is the inaugural article in a new series of interviews with Corps Staff members.

Michael Muckle is the Director of the New Jersey Youth Corps of Phillipsburg and talks about his experience working at the Corps, advice from mentors, and what inspires him.

 


1. What are some of the projects that your Corps is working on right now that excite you the most?

There's a few things here in New Jersey that we're currently working on that I'm excited about:  

a. Our upcoming HOPE project at the Gateway National Recreation Area @Sandy Hook is something that I'm really anticipating because it will give our Corpsmembers such a unique opportunity to learn preservation craft skills while rehabilitating a historic building in a really beautiful setting.  

b. The second project I'm excited about is developing a partnership with the American Conservation Experience (ACE) to put our Waders in the Water trained Corpsmembers to work here in New Jersey.  ACE has taken the lead on some riparian restoration projects in the mitigation banking arena here in the state and we look to partner with them to place our Youth Corps WitW Level 1 Corpsmembers on site with them.  

c. The third ‘project’ I'm excited about is helping the state of New Jersey develop its implementation plan for the Workforce Innovation and Opportunity Act.  We believe that WIOA will enable us to implement new ideas and programmatic strategies on a local level to expand and lengthen the services to our Corpsmember participants – who are requiring more effort and more time to achieve certain goals within Youth Corps. It’s an opportunity to amend our programs with opportunity to increase the quality of service for the next decade…maybe longer. That’s exciting.  

2. What kinds of careers are typically available in your neck of the woods for Corpsmembers?

Jobs usually available for our Corpsmembers are found in retail, foodservice and warehouse work given our rural location here in New Jersey. Other typical placements are entering into Community College, or directly into military service.    

Here at our program we're trying to change the mindset of Corpsmembers by offering them unique service opportunities that shadow careers within the field of public service. In doing so, we hope to reveal what’s possible to the Corpsmembers by introducing them to people in the field that have themselves blazed an unconventional career pathway. That one-on-one interaction is essential to the building of confidence and gaining of trust on behalf of the Corpsmember.  When they see that others like themselves can achieve, they buy into the idea and start to believe.        

3. What are some of the most typical problems you face when working with Corpsmembers, and how do you solve them?

I thought hard about this question. ‘Typical’ problems working in Youth Corps, as most readers might guess, are anything but typical. On any given day, we encounter myriad problems ranging from the relatively benign like punctuality and attendance to the more serious and detrimental behavioral issues -  drug addiction, sexual abuse, gang involvement, etc. The stories of our Corpsmembers are as dramatic as they are varied. We approach all these issues from a position of patience and understanding while utilizing our entire staff in addressing an individuals’ needs. We’re all about second chances. It is challenging, exhausting and exhilarating all at the same time. It’s particularly satisfying when a young adult has an epiphany about his or her life and then decides on an action of assuming responsibility for their future. It’s all worth it in the end!

4. What’s something about your organizational culture that you are proud of and something you want to improve?

There are two things in particular I’m proud of relative to the organizational culture here at the Phillipsburg Youth Corps. First, I’m proud of the legacy of service this program has provided to this community. Our seventeen years here haven’t been easy. We’ve had ups and downs, but we’ve had a lot of help from a lot of people. I think that we've become an essential part of this community here in Phillipsburg and Warren County. We’re very proud of that.

The second would be the level of commitment and passion for the youth we serve on behalf of my staff. Their hard work and determination are so inspiring! They have a familial approach in everything they do, are wonderful mentors to the young adults they work with and are the most patient people I know. They propel me to want to do better…for them and our youth.

Something I would like to improve is to become more effective with communication; things develop and change so quickly over the course of a day sometimes, and it is difficult to be able to keep pace and inform everyone about those developments. Getting your message out to the right people is so essential to finding partners that support your program as well as identifying the youth we serve, and with so many systems to do so (i.e. Social media, websites, newsletters, etc.), your message can get muddled in the medium you choose. I’d look to improve upon that.

5. What’s your favorite kind of terrain and why (Beach, mountain, forest, lake, tundra, etc…)?

This is an interesting question, but I'm going to answer it like a politician, so I apologize beforehand. I just love the natural world. I can’t pick one type of terrain or environment over another because I feel just as comfortable down the shore as I feel up in the mountains. I have a deep fascination and appreciation of both and everything in between, which by the way, is why I love New Jersey. I’m originally from Connecticut and I had the impression that most people who travel through New Jersey are only familiar with;  the industrial I-95/Route 1/NJ Turnpike corridor.  But the best of New Jersey is just beyond all that you can see when you’re barreling down the NJ Turnpike. New Jersey has it all. Mountains, forests, farms, beaches...it’s perfect.

6. What’s something accessible to the masses (a movie, tv show, song, book, event) that has inspired or influenced you recently?

Anyone who knows me knows that this is almost impossible for me to answer efficiently or succinctly, but I’ll try. One is a song, and it’s not even a new song, but Ben Harper’s “With My Own Two Hands” from 2003 is a personal anthem of mine. One of my former students turned me on to it, and from first listen, it spoke to me. It embodies an ethos of service with an infectious reggae hook. It reminds me why I joined AmeriCorps in the first place in 1998 and cements my resolve as I continue to serve alongside our Corpsmembers. Good stuff.

The second is a book I’m just getting into by Robert Putnam called “Our Kids: the American Dream in Crisis.” It’s a study on the growing inequalities in America and how it is affecting our youth.  I’m hoping it might open my eyes to something so it can foster a constructive conversation among our youth. It is interesting so far.  

7. What’s one of the best pieces of advice a mentor has given you?  

One thing the person who had my job before me said as they pulled me aside while walking out the door for the last time was “Seek balance, Mike. You’ve got to seek balance in all you do.” That has stayed with me ever since. It was a tough time of transition for me, both personally and professionally. I was working long hours, so I understood where the advice was coming from, but still I didn't heed it. It took a few years to fully comprehend and implement that philosophy, and I still struggle most days - but putting emphasis on the things that bring me the most satisfaction - my wife, my daughter and our family - has helped me.

New Jersey Youth Corps Puts Aquatic Restoration Training to Use with Audubon

They were in the classroom on Tuesday and in the water by Thursday. Less than 48 hours after completing an innovative online-delivered aquatic restoration course, members of the New Jersey Youth Corps Phillipsburg chapter were up to their knees in a Musky River feeder stream putting their new found expertise to work.

The youth corps members joined local volunteers from New Jersey Audubon in a sustainable stream bank restoration. The group hand-planted willow stakes along the waterway that when grown will prevent soil erosion into the stream while providing shade that will help keep the water cool and protect valuable habitat for wildlife.

NJ.com’s Warren reporter Emily Cummins quotes Zach Oefelein, an 18 year-old corps member as saying "It definitely gives me a good sense of pride. There aren't enough people focused on things like this. A lot of our world is focused on what you can get out of nature and not what you can put back into it. I feel like this is the best way you can do it, planting trees out here and improving the ecosystem."

Building on the great traditions of the Civilian Conservation Corps since 1933, the Waders in the Water training and certification was built to further the goals of the 21st Century Conservation Service Corps which aims to have 100,000 young people and veterans working to improve public lands and waters everywhere.
 
Youth Corps believe this training will enable their members to be hired for projects previously unavailable to them. Because Waders in the Water offers professional training from a third-party industry expert, clients can be confident in the quality of the workforce they are contracting.

New Jersey Youth Corps of Phillipsburg

Founded in 1998, New Jersey Youth Corps of Phillipsburg provides municipal support to the Town of Phillipsburg, NJ while offering hundreds of youth the opportunity to earn their GED as they serve their community. NJYC Phillipsburg’s conservation projects have included urban tree planting, Delaware River clean-ups, riparian buffer restorations, and assistance with the ecological maintenance of the White Lake Natural Resource Area and other Warren County properties.
